Somehow pap2 is not able to make outgoing calls without it. I saw some hint somewhere that it might be due to some network situation in my house having two routers in cascade.
Outbgoing calls did not work reliably without enabling the outbound proxy settings.

Update (5-Jul-2009): Onesuite doesn't allow 1-800 numbers on their voip due to some strange (and counter-productive, I believe) reasons. These days I am using callcentric.com. The quality of service is very good.
